This is a letter from the Hoopa Valley Tribal Council to Ernest A. Conant of the Bureau of Reclamation dated December 16, 2019 which was written in regards to Reclamations duty expressly to protect fisheries resources of the Hoopa Valley Tribe in proposed repayment contract with Westlands Water District.
